Edinburg CISD board pauses action on roofing and multipurpose-building bids, refers items to facilities committee

Board members said they did not have time to vet awards and asked that the facilities committee meet to review the bids, the apparent limited number of bidders on some projects, and large alternate prices. One trustee moved to “take no action” on the Canterbury Elementary roofing improvement award and to refer the item to the facilities committee for immediate review; the motion was carried with board assent during the meeting.
Board members cited urgency for Canterbury because of an ongoing roof problem at the campus, but they emphasized the need for committee vetting. A member noted that one apparent bid package totaled about $7.56 million (base bid plus alternates) while the other bidder had a zero alternate, producing an unexplained $100,000-plus difference when alternates are included.
Legal counsel Ben Castillo advised the board on scheduling options and public-notice requirements for committee meetings and special meetings, saying, “If you take no action, you you can have a meeting in 72 hours.” Trustees scheduled a facilities committee meeting for 5 p.m. the next day to review the bids and vendor rankings and to ask the substantive questions the board said it had not had time to address.
Several other items on the action agenda (multipurpose buildings, additional change orders) were similarly pulled or received no final action and will be reconsidered after the facilities committee review. Where the board approved change orders that had been discussed in committee, trustees proceeded; where committee review was not completed they delayed final approval so that the committee could vet bidders and award specifics.
