Council approves wide-ranging Intrepid/Tilson fiber installations including cabinet in Ruggles Park

The Fall River City Council voted to approve permits for Intrepid Fiber Networks, represented at the meeting by Tilson Technologies, to build an open-access fiber network across numerous Fall River streets and to install an optical line terminal (OLT) cabinet and concrete pad within Ruggles Park.

The approvals came after a short presentation by Todd Corcoran, who said he represents both Intrepid and Tilson and described the project as an "open access" network that builds fiber infrastructure once and allows multiple internet service providers to use the system to serve homes with competing service offerings. Corcoran said the installation will include both aerial and underground segments where aerial placement is not feasible.

Councilors took items covering fiber installations on dozens of streets together and approved them in a single motion. The council also separately approved an order permitting an underground conduit and the placement of a 1-OLT cabinet and 4x4 concrete pad within Ruggles Park, directly across from Pine Street. Corcoran told the council the company had received the recreation/park board approval needed for equipment in the park.

Council members asked operational and location questions during the public hearing. Councilor Raposo asked the company to outline the project's goals; Councilor Dionne asked for clarification about easements and the cabinet's location in the park. Corcoran confirmed Intrepid had secured the easement approval for the cabinet site. No opponents spoke during the public hearing on the fiber items and the council closed the hearing before voting.

The council motion taking items 13 through 38 together covered fiber installations on Prospect Street, Maple Street, Pine Street and multiple other corridors; a separate order granting permission for the Pine Street underground conduit and associated manhole and conduit route was also adopted. The approvals include a stated restriction that equipment be installed in the public right-of-way only.

The project as described will deploy both aerial and buried conduit (4.75-inch HDPE conduit called out in the drawings), a 30x48x36 manhole, and approximately 528 feet of open trench excavation in the Pine Street route. The council record shows the recreation department had authorized the cabinet location in Ruggles Park.

The council did not record conditions beyond the right-of-way restriction, and no formal amendments were made to the Intrepid orders before adoption. The permitting votes advance Intrepid's ability to install the fiber network in Fall River, subject to the city and other agency permit and construction requirements.

While the council moved quickly through the packet of permits, the record shows staff and councilors confirmed park-board approval for the cabinet and emphasized the right-of-way-only equipment restriction. That restriction will govern where aerial and ground-mounted equipment may be placed within city-controlled spaces.

Copies of the approved permit orders and the construction drawings will be maintained in the city clerk's file for the respective street openings and the Ruggles Park cabinet site.
