Residents, rescue ask for joint city/county action on dumped dogs; council seeks data to schedule a joint meeting

Several residents and animal rescue volunteers urged city leaders to coordinate with the county on a shelter and enforcement response after volunteers reported 22 dumped or abused dogs in about 30 days and 11–12 dogs in a single Hargrove area.
Carolyn, representing Smart Animal Rescue, described foster networks that are full and said city staff and the sheriff's office have been assisting. She thanked staff (Barbara was named as a staff point of contact) and the sheriff's office for nighttime checks and camera placement in problem areas. Vice Mayor Panieri confirmed the county placed a shelter on its CIP and said county staff asked staff for multi‑year operating cost projections (years two and three) for city‑run animal control so the county could evaluate partnership options.
Panieri asked staff to work with county counterparts and the sheriff to arrange a joint city–county meeting and to gather the startup and multi‑year cost figures the county requested. Council and staff agreed it would be useful to provide those figures quickly so the county can advance its decision on capital and operational arrangements.
