Commissioners approve GLS architectural contracts for elections center and former motor bank renovation

The contracts follow an earlier request for qualifications process in which GLS was selected. Larry Lassiter, president of GLS, told the court the firm serves small and mid‑sized communities across Central and East Texas and that GLS has completed similar renovations elsewhere.
County staff described the East Larkin site known locally as the Come And Take It Building as the planned elections administration building. The design agreement for that building was quoted at $60,000 for the two design phases (schematic design and construction documents). The fee for the smaller motor bank evaluation and design was described as roughly between $12,000 and $22,000.
Commissioner Richardson moved to approve both agreements with authorization for the county judge to sign; Commissioner Stiving seconded the motion. The court voted to approve the contracts unanimously.
Why it matters: County staff said the elections administrator needs a dedicated facility to handle future changes in election administration and to provide efficient workflows. The GLS scope will include site review, design options and construction documents; further specifics and a construction budget were not finalized at the meeting.
The court also asked GLS to consider lessons learned from prior county remodel projects so the design minimizes future construction issues. The county will bring subsequent phases and any construction contracts back to the court for approval.
