Finance Committee OKs fiscal note to award bids for Clearview Behavioral Health renovation

The Dodge County Finance Committee voted to approve a fiscal note that authorizes awarding bids and signing contracts for the Clearview Behavioral Health Renovation Project (rebid packages 3 and 4). The motion was made by Nancy and seconded by Karen; the committee approved the motion by voice vote.

County staff told the committee the fiscal note shows Clearview’s audited unrestricted net position at year-end 2023 of $14,388,826 with a spendable fund balance over the minimum of $8,404,042. Unaudited year-end 2024 unrestricted net position was presented as $17,701,317 with a spendable fund balance over minimum of $11,766,533. Staff said the current total project budget after bidding and allowances is $7,065,192, which includes a $100,000 kitchen-equipment allowance, $250,000 for furniture, fixtures and equipment, and a $500,000 contingency; an earlier document showed $7,071,020.

Committee members asked for clarification about how the three capital projects included in the package add together and whether sufficient allowances and contingencies were in place. Staff answered that construction manager fees, soft costs, permitting allowances and contingencies had been included and that a future resolution would transfer any additional funds if needed.

The approval on the fiscal note permits staff to proceed with awarding the rebid packages and executing the associated contracts; staff said additional resolutions and transfers may follow as final costs are reconciled.
