Board renews contract with Arrington Smith, adds explicit parliamentary-procedure counsel

The Granville County School Board approved renewal of its contract with law firm Arrington Smith, accepted a recommended fee increase and directed staff to add explicit language requiring the board attorney to provide counsel on parliamentary-procedure questions upon request of the chair.

District staff summarized the contract history and fees: the prior retainer was $1,000 and the updated agreement recommends a $200 increase (presented as a 20 percent increase to the retainer but averaging roughly 3 percent per year when amortized over the contract period). Staff also noted that year-to-date the district used approximately $63,000 of local funds for attorney fees because some recoveries and forfeitures are used to offset costs.

Board discussion included removing outdated language about the attorney approving conventions and conferences and adding the parliamentary-procedure responsibility. A board member asked about a clause referencing compliance with the Iran divestment legislation; staff explained that the language is now required in public-agency contracts to certify noninvestment in Iran and nonparticipation in boycotts of Israel per state law enacted in recent years.

A motion to accept the contract as presented with the additions carried; Miss Ward made the motion and Miss Anderson seconded it. The board added the clause that the attorney shall "provide counsel on questions of parliamentary procedure upon request of the chair," consistent with board policy.
