City planners said the existing Town Center Plan was adopted 17 years ago and no longer reflects recent regional development conditions, state housing mandates, or the city’s newly adopted vision statement. The staff member said the county has provided each city with an allocation of housing units that should be accommodated at varying affordability levels and that, under current code, Town Center lacks incentives to add housing above the minimum density allowed.
The presentation summarized community outreach and themes that informed the proposed changes. Planners reported residents asked for stronger neighborhood connections and more places to gather for events, arts and cultural activities. They also said community members described limited housing options—particularly for people wanting to downsize, younger families seeking starter homes and people living alone—and frustration with traffic and long commutes off the plateau.
Staff framed the town center as a location to increase housing choices, add office space and retail to reduce out-commuting, and to strengthen connections to parks and trails that reflect Sammamish’s natural character. The staff member noted the city adopted an updated comprehensive plan at the end of 2024 and a new vision statement that projects Sammamish in 2044 as “a regional model for an equitable and sustainable community in harmony with nature.”
