Board approves 10‑year capital plan; district to use fund balance for high‑cost roof and generator work

The Sheboygan Area School District board on Wednesday approved a 10‑year capital plan for maintenance and major equipment replacement, acknowledging the district will supplement fund 41 with other fund balances to cover high‑cost projects.

Mark, district staff responsible for capital planning, told the board fund 41 is reserved for capital maintenance — “maintenance to buildings or major equipment replacement, like boilers and things like that” — and that some projects will be supplemented from other district funds. He said generator replacements commonly cost about $250,000 each and that a large roofing project at North High was estimated at about $900,000.

The plan lists roofing, tuckpointing, asphalt, boilers and generator replacements across multiple buildings. Because many district buildings were constructed in the same era, maintenance needs are converging, Mark said, and the district sometimes defers work to balance the fund. He said the board-approved budget includes an increase to fund 41 but cautioned that if a significant operating deficit emerges the board may recommend not increasing fund 41 this fiscal year.

Facilities leader Joe described ongoing site inspections, a roofing schedule and the district’s approach to getting the most life from existing systems. Board members praised the maintenance staff and noted a recent facilities referendum had removed two middle schools from the immediate capital list, reducing near‑term deferred maintenance exposure.

The board moved and approved the administration’s fund 41 10‑year capital plan for district facilities and grounds. The plan will be updated annually and adjusted as projects arise or revenues change.
