Atlanta Department of Labor reports robust summer-youth signup and workforce placements

Theresa Austin Gibbons, commissioner of the Atlanta Department of Labor and Employment Services, briefed the council on the department’s third-quarter activity, summer-youth employment and workforce programs.
Gibbons said about 35% of the department’s funding comes from federal WIOA grants and that staff are watching federal proposals. She said the department’s summer youth program registered more than 7,500 youth and that employers and internal city departments continue to place participants; programming runs through September 2025.
The department reported exceeding FY24 performance goals for entered employment, credential attainment and retention for adult and dislocated-worker programs, and it has hosted career fairs engaging more than 150 employers. Gibbons also described collaborations with Atlanta Public Schools, Clark Atlanta University, the Fulton County solicitor general’s office (for expungement events) and the Annie E. Casey Foundation for grants and pilot programs.
Upcoming events include a dislocated-worker symposium and a labor-rights festival. The department’s deputy commissioners joined Gibbons in describing employer engagement and a pilot to gather customer feedback on services.
Ending: Council members asked about senior workforce efforts and misclassification enforcement; staff said they will provide follow-up briefings and noted that misclassification enforcement is handled by state or federal bodies and the department’s role is education and referral.
