Roswell signs memorandum to join North Fulton transportation plan update; city share about $58,642

What staff said: Greg Nicholas, interim director of transportation, told the committee that ARC will manage the project and federal contracting in coordination with GDOT and that one staff member from each of the five participating cities will sit on a project management team. Nicholas said the total estimated project cost is in the vicinity of $1.2 million, including federal funds and a required local match shared among the five cities.
Financials and Roswell’s share: Nicholas said the overall assistance package includes $990,000 in federal funds and a local match totaling $247,500 to be shared by the five cities; based on ARC’s 2023 population estimates, Roswell’s share was $58,642. Staff recommended using unprogrammed SPLOST funds to cover Roswell’s contribution.
Action: Councilmember David Johnson moved approval; Councilmember Gee Lee Hills seconded. The committee voted unanimously to authorize the mayor or city administrator to sign the memorandum of agreement and approve the budget amendment for Roswell’s share.
Next steps: With unanimous authorization, ARC will begin consultant procurement following formal authorization by all five cities; staff said procurement and the plan update are expected to take 12–18 months and will include evaluation and public engagement phases.
Limitations and clarifications: Nicholas said the typical CTP is managed at county level but ARC is managing this update because Fulton County is fully incorporated. Johns Creek will serve as the administrative city to collect local match payments; Nicholas said Johns Creek is not receiving an administrative fee for that role.
