Council directs staff to fold TIRZ board into Economic Development Corporation board

The Trophy Club Town Council on June 23 directed staff to prepare changes to the membership structure of the town’s Tax Increment Reinvestment Zone (TIRZ) board so that the TIRZ board would be served by the Economic Development Corporation board.
Town staff said the existing TIRZ board has five members plus one representative from Tarrant County because the county contributes funding to the zone. The proposed change would align the TIRZ board with either the Town Council or the Economic Development Corporation (EDC); both bodies have seven members, and the county representative seat would remain, which would produce a total of eight seats under the proposed alignment.
During discussion, several council members said aligning the TIRZ with the EDC made sense given the EDC’s role in economic strategy and the small geographic area covered by the TIRZ, which centers near Town Hall and the 114 corridor. One council member said the change could be revisited later and that returning TIRZ responsibilities to council remains an option in the future.
Council member Dennis Sheridan recorded a stated opposition during the roll call. The motion to direct staff to blend the TIRZ board into the EDC passed; staff will draft any necessary ordinance or administrative changes for a later formal action.
