Mount Vernon City reports $417,000 Medicaid reimbursement, $125,000 catastrophic reimbursement; board approves fiscal items

The district’s finance officer presented the May 2025 financial report on June 23 and highlighted two reimbursements that improved the bottom line: a $417,000 Medicaid reimbursement for 2022–23 and roughly $125,000 in catastrophic-cost reimbursement. “For 2022, 2023, we just got our reimbursement. $417,000 and we get that every year,” the finance presenter said.
Why it matters: those reimbursements are material to the district’s year-end position and to its capacity to move money into capital projects and termination-benefit funds ahead of an uncertain state budget.
Budget details: the presenter said cash reconciliation showed the district at roughly 96% of expected revenues for the period and noted investments of about $836,000 on hand, with potential to reach an additional million by year-end. The district adjusted appropriations to reflect additional receipts — including private- and auxiliary-school funds and class-size reduction grants — and discussed moving funds into the 070 capital projects fund and the termination-benefits fund to prepare for planned projects and retiree payouts.
Process and timing: the presenter emphasized the need for temporary appropriations to be approved before July 1 so the district can legally make payroll and payments on July 1. The board also heard that some federal-state funding processes can be slow; officials said the Medicaid reimbursements can take multiple years to process, so the $417,000 was for prior-year activity.
Donations and other items: three donations were reported: Marla McCutcheon donated school supplies to Wiggins Street; New Life Church donated backpacks, winter hats and gloves; and the McCutcheon family donated art books and supplies to the high school art department.
Board action: trustees moved, seconded and approved the fiscal items as presented; the roll call indicated the motion carried. The meeting record shows a motion to approve the fiscal items and a roll-call vote recorded as “motion carried.”
