Orlando City Council on June 23 approved on first reading Ordinance 2025-24, which amends and restates the Vista Park plan development regulations for about 1,561.4 acres generally south of Lee Vista Boulevard, west of State Road 417, north of State Road 528 (Beachline Expressway) and east of Narcoossee Road.
The ordinance, read into the record by the clerk, makes changes to the city’s land-use and zoning map for the area described and was moved and seconded on the floor. Commissioner Sprague moved to approve the ordinance; Commissioner Ortiz seconded. There were no requests for public comment and the motion carried.
The amendment updates the Vista Park plan’s development regulations and directs amendments to the official zoning map. The ordinance text as read includes standard clauses on severability, scrivener’s errors, a permit disclaimer and an effective date.
Because the council approved the ordinance on first reading, it remains subject to further consideration under the city’s ordinance process before becoming final.
