Two bids were received; staff said one bidder included a 10 percent contingency and the other omitted items that should have been in scope. Because the project is federally funded, staff said fairness and transparency concerns could compromise procurement if not addressed.
Staff reported the Texas General Land Office (T GLO) and the grant consultant were consulted and recommended rejecting bids and rebidding with corrected bid documents. Council approved the staff recommendation by motion and voice vote.
