The East Bethel City Council on June 23 reviewed and reaffirmed its rules for public comment and said staff will enforce the three‑minute limit by using a timer with a 30‑second warning.
City staff presented the rules in the council packet: speakers must sign up before the citizen input portion of the meeting, be current residents of East Bethel, and state their name and address. Nonresidents may speak at the mayor’s discretion. "Speakers are limited to 3 minutes to present their comments or questions," the administrator told the council.
Council members asked for clearer enforcement; a staff member offered to set an alarm that would indicate expiration of the three minutes and to give a 30‑second warning. The mayor and council agreed to use the timer. One councilmember said they would abstain from this discussion and stepped down from the dais prior to further debate.
The council also noted that when multiple residents wish to address the same topic they should select a spokesperson, and that the council may simply listen or may engage in dialogue at its discretion.
