Waterville council adopts emergency amendment to 2025 budget ordinance

Waterville City Council on June 23 adopted Ordinance No. 0625, an emergency amendment to the city's 2025 appropriation ordinance, to reflect new plan-review revenue and several unanticipated expenses.
The council passed the emergency measure after a motion to suspend the rules and a roll-call vote. The appropriation amendment adds $52,000 in plan-review revenue and increases spending lines that include $40,000 for income-tax refunds, $13,000 for prosecutor services, $10,000 for fire department overtime and $131,000 for additional paving expenses moved from the Bergman project to the Helms project, finance staff told the council.
The amendment also includes funding tied to right-of-way acquisition for the Waterville/Mud Clover widening and canal-road improvements, items the administration said are matched by a grant. "This is our second amendment to the 2025 appropriations," the finance director told the council when presenting the ordinance.
Council members asked for clarification about whether some of the paving costs would be reimbursed from Bergman; finance staff said they expect to recoup some expenses and noted the city is withholding payment pending completion. Regarding the increase in prosecutor services, a council member and the police chief said the prosecutor is investing more time on cases and meeting weekly with the full-time detective, which the chief called beneficial for the city.
A motion to suspend the rules was made and seconded; the council then voted to adopt Ordinance No. 0625 as an emergency measure. The mayor and multiple council members recorded votes in favor during roll call.
The ordinance change takes effect immediately as passed under the emergency declaration. The city will reflect the new appropriations in its fiscal records for 2025 and proceed with the projects and obligations identified in the amendment.
For the public record, the council scheduled no additional committee action related to the amendment at the meeting.
