DeKalb council approves $221,900 design agreement for new shallow well

The DeKalb City Council unanimously approved Resolution 2025-0669 on June 23 to authorize a professional services agreement with Baxter and Woodman, Inc. for $221,900 to design, permit and advertise bids for a new shallow well.
City Manager Bill Nicholas said the action follows a year‑long water-system study that projected capacity strain within 10 years if the city’s best well were lost, and staff recommended moving forward now to avoid higher future costs. He said the plan calls for a test well, acquisition of just under 5 acres for a well house and access, construction in 2026, and the new well to be operational in 2027.
Dan Bounds, associate vice president with Baxter and Woodman, attended the meeting to answer technical questions. The council’s vote was 7-0; the motion was made by Alderman Larson and seconded by Alderman Carlson. City staff said funding is available in the city’s two water capital funds and that additional related steps will return to council, including the test-well agreement and final land purchase negotiations.
The contract covers design, permitting and bidding services; a separate contract and appropriation will be required for construction and land purchase once site testing and negotiations conclude.
