Borger council approves map amendment, rezones Westover Hills properties to commercial

The City of Borger council voted to amend the city’s future land-use map and to rezone several parcels in the Westover Hills addition from residential to commercial to allow a proposed skating-rink use.

Mister Burke, a staff member, told the council that Miss Reyes sought the change because an older church on Lots 16 through 18, Block 1 of the Westover Hills addition would be allowed to continue as a place of assembly in its current residential district but would not allow other commercial assembly uses. "Her intentions are to make a skating rink out of that," Burke said, adding that the applicant is aware she will need engineering and architectural drawings.

The council first voted to amend the future land-use map, changing Lot 16 through 18, Block 1 of the Westover Hills addition from general residential to commercial. A subsequent motion rezoned 1202 Madison, Lots 16 through 18, Block 1 of the Westover Hills addition, from semi-urban residential to a commercial zoning district. Both motions were seconded and approved by the council; the motions carried as recorded in the meeting.

Council members and staff discussed that the property immediately north also is vacant and likely to be considered for commercial use in the future. Council discussion referenced the city’s 2040 Comprehensive Plan, adopted in August 2022, as the policy framework guiding the requested map change.

No engineering or building approvals were granted as part of the rezoning vote; Burke said the applicant must provide required plans and meet permit requirements before any change of use or building work could proceed. The council then adjourned.
