Committee approves budget amendments; awards capital funds and records private donations for new animal shelter

Coffee County's Budget and Finance Committee approved a set of routine and capital budget amendments and formally recorded donor funds toward the countyanimal shelter project.

Finance staff presented three grouped budget amendments that committee members voted to approve by voice vote. The amendments included required state entries that do not affect fund balance (juvenile detention and ACT testing revenue/expenditure entries), adjustments to retiree dental/vision and capital-project lines to cover software and HVAC or jail maintenance, and transfers to correct payroll line items for departments that requested reallocations.

Separately, the committee approved a capital-project amendment for a new animal shelter. Finance staff said the contract plus an addendum had brought the contractor total to about $1.8 million; the formal amendment added $1,442,000 to the capital-project budget line to ensure budgeted funds and contingencies were recorded. A county commissioner reported private donor contributions assigned to the project, saying an anonymous donor provided an additional $250,000 and that the county currently has roughly $1,250,000 assigned to the shelter from private donations.

The finance presentation also described net fund-balance impacts across the general fund: after the recorded amendments and adjustments, one staff summary indicated an increase to fund balance of roughly $386,000 and an adjusted fund-balance figure presented at $2,207,008.50 for certain funds; staff noted these figures were snapshots and that timing differences in grants and enterprise receipts can change numbers.

Committee members approved the grouped amendments and the animal-shelter capital amendment by voice vote and forwarded them as part of the budget packet to the full commission.
