Council creates combined Economic and Housing Development positions to staff housing, redevelopment work

The Pacifica City Council on June 23 approved two new classifications, Economic and Housing Development Manager and Economic and Housing Development Specialist, to support housing-element implementation and economic development work. The vote was unanimous.

Council requested a small textual clarification to ensure affordable-housing responsibilities are emphasized in recruitment materials.

Staff explained the roles will support multiple tasks across planning, public works and economic development. Council and staff discussed where affordable-housing project management would sit; staff explained job-classifications are written broadly for legal and HR purposes and that recruitment materials (the job announcement and brochure) will emphasize affordable-housing responsibilities and project management as needed.

Councilmember Beier proposed a minor wording insertion under the position's essential functions to reference "including affordable housing" when describing development opportunities; staff replied the change is straightforward and acceptable for adoption. The resolution adopting the classifications also adds the new titles to the unrepresented management and confidential employees resolution.
