The amendment amount approved on the record was $11,682,939.17.
Why it matters: County staff said the facilities — planned near the County Fairgrounds and Orange Blossom Branch development — are intended to meet projected demand in Northeast Collier and support modular expansion as growth occurs. Staff described a design for a 4–6 million gallon per day reclamation facility and a 10 million gallon per day regional water treatment plant; the rough order of magnitude (ROM) reported for construction was about $438 million.
What staff said: Jim Deloney, department head for Public Utilities, presented the amendment and noted the county’s long planning history for the site, beginning initial design in 2004 with reactivation after the 2010 recession and subsequent extensions. “Amendment 10 ensures we will meet demand for finalizing the construction designs for a 4 to 6,000,000 gallon per day water reclamation facility, a 10,000,000 gallon per day regional water treatment plant, and the supporting infrastructure,” Deloney said.
Financial details and procurement: Staff said the county has spent about $10 million on engineering to date; Amendment 10 brings the design‑phase service total to roughly $32 million. The current ROM for construction was presented as approximately $438 million, with an accuracy range staff characterized as –25% to +75% at this stage. Staff said the design fee reflects ~7.4% of ROM and compared favorably to another regional project whose design fee was ~10.4%.
Board action and rationale: Commissioner McDaniel moved for approval; the board voted unanimously to authorize the amendment and associated budget action. Commissioners stressed the project’s long lead time, the need for infrastructure capacity as development proceeds and support for continuity with the original design team.
