Council hears IT and budgeting updates: OpenGov rollout and exploration of Google cloud for email

Delaware County’s IT committee told the council it is exploring a move from on-premises Microsoft Exchange and Office services to Google Cloud’s Gmail and productivity tools, while county staff reported OpenGov budget software should reduce manual transfer errors in future budgeting cycles.
Matt (Council Member and IT committee representative) said the committee met with Google and a local vendor to evaluate migration and transition support. He described potential benefits including modernized tools, storage migration and a phased approach to reduce disruption. Matt also said commissioners are considering allocating edit (capital) funds to address hardware, connectivity and security upgrades after recent outages at the justice center and other sites.
Earlier in the meeting Finance/administrative staff noted that the new OpenGov budgeting platform will handle some calculations automatically and should prevent rate and transfer mistakes that contributed to midyear adjustments this year. Staff cautioned, however, that correct underlying rates still must be entered into the system.
Why this matters: The two efforts signal a county-wide modernization push. Moving email and productivity services to cloud providers would change operations, vendor relationships and capital needs; OpenGov adoption aims to reduce manual errors in budget calculations that led to corrective transfers in 2025.
Council members asked IT and finance staff for more detail on costs, vendor support and timelines; IT said work will continue during the budget cycle and that connectivity issues between buildings remain a near-term priority.
