Plan Commission gets one-time payout for employees’ unused comp time; council approves transfer

The Delaware County Council approved a transfer allowing the Delaware Muncie Metro Planning Commission to use $11,778.30 in unused salary funds to pay three employees for accumulated comp time earned while the office was short-staffed.
Kylene Swackhammer, community planner for the Planning Commission, told the council the office is now fully staffed but had three long-term staff leave “over 20 years” and the payout is intended to compensate employees who earned comp time during that period. Swackhammer said using unused salary money avoids penalizing employees for extra work performed while the office covered vacancies.
She said the commission still will return more than $3,000 in unused salary money to county general and that the office has routinely returned funds in past years. Council members asked whether this represented a salary increase or a change in policy; Swackhammer and staff clarified the payout uses already-budgeted salary money and is not a raise.
Council approved the transfer by roll call with unanimous support.
