The Whitnall School District Board of Education approved Policy 54.11 on third-grade promotion and retention at its regular meeting, adopting a flexible process required under state law.
Board members said the policy was written to meet the July 1, 2025, adoption deadline under Act 20 and will remain a policy on the books while staff develops implementation details. “We’ll follow, you know, kind of the guidance by the DPI as we go forward,” said Brady (staff member). Board members also noted the policy will not take effect until September 2027.
The policy sets a district process for promotion and retention while allowing exceptions and parental input. Board discussion clarified how decision authority will work: parents can prevent the district from retaining a child, but if a parent requests retention and the district opposes it, the district’s decision will prevail. The board described that allocation of final authority as a feature of the law and local implementation decisions.
Board members said the policy is intentionally not prescriptive so staff can align procedures with Department of Public Instruction guidance and local best practices in the coming years. No substantive changes were described at the meeting; board members said the flexibility allows adjustments before the policy is implemented in 2027.
The board moved to approve the policy as presented; the motion carried (all in favor, no opposition).
