Council approves transfers for jail overtime, part-time staffing and food contract payments

The Delaware County Council approved a series of budget transfers for jail operations that move unused salary funds into overtime and contractual services lines following staff turnover and a change in the county’s jail food services provider.
Nancy (county jail staff) explained the transfers during the meeting, saying the county moved remaining salary and allowance balances into overtime and part-time lines because federal transport duties and weekend coverage have driven overtime costs. She described clothing allowances paid in halves and said some officers had not reached one-year service milestones and therefore did not receive the first half of the allowance earlier this year.
The council also approved moving remaining cook and kitchen-related salary balances into a contractual services line because “the new food company has taken over” kitchen responsibilities and the head matron position is “no longer a county employee position,” Nancy said. The transfers included tens of thousands of dollars shifted into contractual services and overtime lines to pay for transport, part-time coverage and the contracted food supplier.
Council members asked whether federal transport reimbursements offset these costs. Nancy said the county is reimbursed for federal transports and that reimbursements are deposited to the general fund, which can then be used to replenish lines if necessary. Council members asked whether the transfers would require future appropriations; Nancy said she expects the moves will cover the rest of the year and any unused funds will return to county general.
