City creates AgTech zoning district to support corporate park vision

The City Commission on June 23 adopted an ordinance creating an Agricultural Technology (AgTech) zoning district (section 4.24) to implement the corporate park future land use classification and to guide development in the city’s AgTech park area.
Staff told the commission the district follows planning work dating to 2004 and subsequent corporate park designations; the Planning & Zoning Board had recommended the zoning text unanimously. The new zoning sets permitted principal uses, prohibited uses, design standards, lighting and performance standards and emphasized that all uses must avoid nuisances or hazards, including dust, noise, odors, fumes, glare or chemical emissions.
Speakers clarified the district is intended as a research and technology-oriented park rather than a large-scale working farm; agricultural research or small-scale agricultural demonstrations may occur but any operations must comply with the performance and nuisance standards. The commission voted unanimously to adopt the ordinance on second reading.
Staff said future site development proposals within the AgTech district will be reviewed on a case-by-case basis under the adopted standards.
