The City Commission approved on second and final reading an ordinance to amend the City of Newberry comprehensive plan’s wastewater, solid waste, stormwater and potable water elements and the capital improvements element.
City staff said the package was sent to the Florida Department of Economic Opportunity under the expedited review procedures in Chapter 163 of the Florida Statutes. State reviewers provided technical assistance comments; staff responded and incorporated changes before asking the commission to adopt the amended elements. Among the edits staff described were restoring a deleted level-of-service sentence in the wastewater element (a track-changes error), revising solid-waste standards to adopt the county standard of 0.8 inbound tons per person per day, and removing a proportionate-share subsection from the capital improvements element that the city later addressed elsewhere in a separate transportation element.
Planning staff reiterated the elements’ goals: to ensure timely, orderly, efficient and environmentally sound public facilities and to coordinate capital improvements across other plan elements. The commission voted unanimously to adopt the ordinance on second reading.
No additional conditions were attached; staff will implement the changes and maintain coordination with state reviewers as required by statute.
