Scappoose — The City Council approved allocations for the 2025 Community Enhancement Program, awarding tiered funding to 16 applicants under a scoring-based distribution the council had reviewed in prior meetings.
Assistant City Manager and City Planner A.J. Johnson told councilors he had collected scores from all seven council members and that the tier formula had been adjusted to allocate proportionally more to middle‑scoring applications while holding top-tier awards steady. The allocations are shown in Exhibit A of the staff packet.
Councilors moved and approved the staff recommendation. Johnson and staff committed to sending award and decline letters to applicants the next morning and to continuing outreach to encourage future applications. Councilors asked staff to review the application year to year and return with recommendations for improvements.
The allocations are drawn from the city’s general fund and follow the program rules previously adopted by the council.
