Miami County commissioners sign off on Region J hazard mitigation plan for state submission

Sheriff Frank Kelly asked the Miami County Board of Commissioners on June 18 to sign a regional resolution adopting the Region J Hazard Mitigation Plan so the county’s signature can be submitted to the state.

The plan, originally submitted to the state in 2024, covers the region’s hazard mitigation approach and has already been approved by Deputy Director Andy Morgan and by the cities and school districts in the region, Kelly said. He asked either the full commission or the chair to sign off so the county’s adoption can be recorded and sent to the state.

The resolution applies to jurisdictions in the county’s homeland security region and identifies regional coordination on hazard mitigation. Kelly said the document had received earlier approvals and that he simply needed the commission’s signature that afternoon.

Commissioners offered no objections during the study session. "Okay any questions or concerns on this?" the chair asked, and after brief confirmation the chair indicated the paperwork looked in order.

Sheriff Kelly asked the commission to provide the final signature so the county’s adoption could be transmitted to the Kansas Office of Emergency Management (via the state), completing local concurrence with the Region J plan.

The commission did not record a formal roll-call vote in the study session transcript; the session record indicates staff sought the chair’s signature and the commissioners did not object.

The plan ties Miami County to the region’s mitigation actions and to any state filing requirements; county staff will complete signing and submit the adopted resolution to the state as requested by Kelly.
