Miami County commissioners approved a vendor quote from Comtech Systems Corporation to print and mail the county’s revenue-neutral rate notices under the state’s new notice rules.
Treasurer’s-office-related staff reported a Comtech estimate of $19,347.35 to produce 22,771 statements — about $0.85 per statement. The estimate reflected a 14.368% increase over the prior year, county staff said. "Quote was obtained by Comtech Systems Corporation for printing and mailing of the revenue neutral rate notices for the estimate cost of $19,347.35," staff told the commission.
Staff told commissioners they sought other quotes; one vendor, Postalocity, provided an estimated cost of $1.21 per statement but suggested they might reduce it to $0.95 per statement. The county also cited prior mailing costs: a postal presort in 2015 cost $24,189.03 for 18,000 statements, and the treasurer’s office used Comtech in 2024 at $20,428.63 for tax statements.
Staff said the state has approved reimbursement of printing and postage costs through calendar year 2026 under recently enacted legislation. The transcript references "SB 13" in relation to taxpayer notifications and a senate-substitute for House Bill 2125 approved by the governor on April 24, 2025, extending state reimbursement of printing and postage costs. Commissioners approved the Comtech payment with the understanding that the state will reimburse the county; one commissioner noted the county still incurs staff time to calculate reimbursements.
Commissioner Vickery moved to approve the payment and Commissioner Dieter seconded; the motion passed 4-0.
