Because consultant estimates were prepared earlier and actual bids may vary, staff requested authorization to select the lowest responsive, responsible bidder and to use up to $250,010.22 from the TIF fund to cover any non‑grant‑eligible costs; staff said they do not expect to use the full amount but requested the authorization to move quickly.
Member Steve moved to approve the authorization; another member seconded and the motion passed by voice vote. Staff said this contract work is an initial phase of site preparation and that further phases and green‑infrastructure work remain to be bid.
