The Sedro‑Woolley Planning Commission reviewed a preliminary draft of the economic‑development element for the comprehensive plan on June 17, 2025. Donna Keeler (consultant) presented changes that add a downtown activation focus, a transitional mixed‑commercial overlay, support for industrial and light‑manufacturing jobs, and language acknowledging work on battery‑storage land‑use regulations.
Keeler said the draft incorporates priorities from the city’s 2024 Economic Development Action Plan, and includes policies to promote diversification, support higher‑wage job creation, and bolster the SWIFT Center and related innovation/decabonization initiatives. She said the draft is an early working version and that comments from the commission and city council would be folded into a final draft.
Commissioners raised factual updates for lists of local employers and suggested edits to language describing the city as a gateway to the North Cascades. One commissioner noted that a listed employer (Fathom Yachts) has been out of business and asked staff to update the list of major industrial employers; staff and consultants asked commissioners to forward additional corrections. Staff also flagged that a final draft is desired by June 30 to meet a grant deadline, though adoption can follow later.
The commission scheduled an additional meeting for June 24 to continue review and to provide input before the draft is refined and circulated to city council. Staff said they plan to work with council on a joint workshop for a coordinated review of key topics such as parking and downtown activation.
