Rossford City Council adopted ordinance 2025-42 on June 24 authorizing the city administrator to extend the current trash contract with Waste Management by one year, waiving competitive bidding and declaring an emergency.
Before the ordinance vote, Rachel Rufe, Waste Management public sector account executive, and an operations representative described pricing and service options the company offered for a one-time community cleanup. "We met with, the city administrator a couple weeks ago to discuss an extension... So, we gave her numbers for an extension and then today we offered up, some pricing for a curbside cleanup," Rufe said.
Rufe said Waste Management provided three options; their representative described the roll-off container option as "the most economical" for many municipalities because it reduces the risk of non-residents leaving items for pickup. The company also described a Bagster program and said individuals could purchase bags through retailers and schedule pickup individually. Rufe said employees could be on-site to help residents load roll-off containers and the company could work with the city on locations and the number of hauls needed.
Council members asked operational questions. One councilor asked, "Would this include the, holiday pick up?" and was told the city's existing holiday pickup would continue. Caroline (council member) noted that some residents might have difficulty transporting items to a roll-off site and said the curbside option would be more desirable for many citizens; Waste Management said it could provide staff to assist at roll-off locations.
The ordinance to extend the contract (2025-42) passed with recorded aye votes from Echol, Tinney, Owen, Heben, Spoth and Oberdorf.
