Board approves consent agenda including instructional contracts, summer testing and personnel items

The Middletown City Board of Education approved its consent agenda, which included recurring contracts for instructional support, summer testing services, personnel actions and financial transfers to cover temporary negative balances in specific funds.

Why it matters: The items cover routine but operationally important services — curriculum support, testing for incoming students with special education needs, staffing changes, certification incentives for classified staff and short-term budget transfers that prevent negative fund balances.

What the board approved District staff summarized the principal items on the consent agenda: an annual contract with Terry Vincent for OG instruction and credentialing for teachers; a contract with Hamilton County ESC to provide instructional counsel and monthly meetings for curriculum leaders; and a contract with Warren County ESC for speech, occupational therapy and physical therapy services, including summer testing for incoming kindergartners and students who may require special education services. Staff said unused hours under the Warren County ESC contract are not billed.

The personnel portion of the consent agenda included new hires, resignations and additional pay for 167 staff members who participated in after-school professional development; district staff noted the payment will be at the district’s hourly rate. The board also approved a memorandum of understanding with the classified employees’ union that provides additional pay for classified employees who hold a backflow-preventer certification to perform work such as maintaining sprinkler systems.

In financial reports, staff described transfers and advances: transfers from the general fund to cover deficits in other funds (including athletic salaries and supplementals) that have crept toward $1 million annually (last year recorded at about $920,000). The treasurer said advances totaling $1,350,000 were included in the forecast to cover project cash needs and that those advances will be repaid when the new books open in July. Staff also reported that some receipts intended for choir, musical and esports had been posted to an athletic account and will be transferred to the appropriate accounts to avoid negative balances.

Board comments and vote Board members publicly thanked staff and teachers. The board singled out Terry Vincent’s OG work; one board member said of her, “She is a valued resource for our district.” The board approved the consent agenda by voice vote.

What was clarified in the meeting Staff clarified that the Warren County ESC contract is structured so the district is not billed for unused hours and that the classified-union MOU is specifically for backflow-preventer certification pay. The superintendent and treasurer noted the $1,350,000 of advances in the forecast is a planning figure and is likely to be somewhat lower when final numbers are posted.

Next steps Routine implementation will proceed: contracted services will begin as scheduled, newly hired staff will start according to personnel paperwork and the treasurer will adjust transfers if misposted receipts are corrected. Board members did not request further study on these consent items at the time of the vote.
