Council approves one-day event permit amid growing food-truck complaints

The Lawrence City Council’s ordinance committee sent a one-year anniversary celebration permit to the full council with a favorable recommendation for a July 13, 2025 event at Campendium Common, including staging on the Jackson Street side near food trucks. Councilors approved the committee recommendation and ordered it sent to the full council.

Council discussion centered on complaints from residents about food trucks that park in one place for extended periods, enforcement of vendor/transient licenses, and traffic and parking impacts near nearby churches and schools. Councilor Sun and other councilors urged enforcement of existing vendor movement rules and suggested the city consider establishing a permanent food-truck park.

Councilor Blunt asked that the trucks be kept on pavement to protect the grass on the common. Councilors also noted timing conflicts with Sunday church services and ongoing nearby street repairs that increase congestion. An applicant for a separate permitted event was praised by councilors for providing complete paperwork on time.

The ordinance committee’s recommendation (Document 129.25) described a one-day event on July 13 from 9 a.m. to 3 p.m. and noted staging on the Jackson Street side near the food trucks. Councilors discussed that private vendor licenses typically require mobile vendors to move if they are not actively serving customers, and several councilors said some trucks in the city appear to remain parked overnight or after permits expire.

The council approved similar event permits at the meeting, including a family gathering permit for O'Connell Park on July 19, 2025; the councilors who spoke commended applicants who submitted complete applications.

Councilors did not adopt a new enforcement ordinance at the meeting; they discussed options and suggested staff or the ordinance committee could return with proposals on enforcement or a designated food-truck park.
