Commission discusses staff administrative approvals for nonpermanent downtown elements

During its June 18 meeting, the Sandusky Landmark Commission discussed the commission’s practice of delegating review of nonpermanent streetscape elements to planning staff and clarified when items will be referred to the full commission.
Staff and commissioners said that, in recent years, nonpermanent elements such as outdoor furniture, temporary patio treatments and window signage have generally been reviewed and approved administratively by staff when they fit the design guidelines. Commissioners noted that paint on facades, permanent structural changes, or any proposal perceived as “outside of the box” would be brought to the full commission for a vote.
In the meeting, staff said they typically approve modest, pedestrian-scaled elements such as outdoor furniture and temporary patios; if an application involves illumination, flashing elements, unusually bright or permanent alterations, or anything that prompts staff pause, they will bring it before the commission. One commissioner invited colleagues to flag any approvals they consider inappropriate so staff will exercise greater caution in the future.
The discussion followed staff presentations of multiple administratively approved certificates of appropriateness for signage, fencing, patios and façade paint across downtown properties; those administrative approvals were dated May 9, 2025, May 27, 2025 and June 11, 2025 for various applicants. Commissioners asked about permanence of installations and coordinated permitting with Public Works and building-code departments for encroachments and egress questions.
The Commission approved the meeting minutes by motion and adjourned; staff indicated there likely will not be a July meeting unless cases are filed.
