On May 9, 2025, Sandusky planning staff administratively approved two related projects at 223 West Water Street: a deck and stair replacement for Otago and a rooftop expansion for Mosley’s, both located within the commercial historic district.
Staff described the Otago work as replacement of existing wood decking with composite decking in a matching tone, and replacement of the existing wooden metal railings with black picket-style metal railings. The rooftop expansion for Mosley’s would add a modest area immediately east/northeast of the existing rooftop patio, with black metal picket railings matching the new Otago railing, stairs providing access, and a privacy wall facing south/southeast so the view from West Water Street would remain substantially unchanged.
Staff concluded the railing design would be visually transparent and not overly ornamental, and that both the decking and rooftop changes comply with the downtown design guidelines; staff issued an administratively approved certificate of appropriateness on May 9, 2025.
After the administrative approval, a meeting participant reported they had spoken with the applicant’s representative (Nikki Lloyd) and learned the building department raised an egress question that may prevent construction this year; that concern pertains to building-code egress requirements and is not a design-guidelines issue. The applicant will need to resolve the egress issue with the building department before proceeding. Staff also noted the applicant will work with Public Works to adjust a permanent encroachment for the portion where decking extends closer to the street.
No formal commission vote was recorded because the certificate was issued administratively by staff; the construction timeline remains uncertain pending building-code review and Public Works coordination.
