The Planning and Zoning Commission voted to recommend approval of a zoning map amendment to change a 1.1‑acre parcel at 57 West O’Fallon Drive from R‑1B single‑family residential to C‑2 general commercial.
County planning staff said the site is at the southwest corner of Veterans Memorial Parkway and West O’Fallon Drive, is served by public water and sewer (Public Water Supply District 2), and that the change “conforms to the 2030 master plan” and is “well suited for commercial activity” because of visibility and access to major roadways.
Don Ravenick, representing the property owner, said the owner’s objective is resale: “it would be a more marketable piece of land as a commercial property.” Residents who opposed the rezoning said it was premature because no buyer or site plan has been presented. Ashley Lewis, who lives at 53 West O’Fallon, told the commission, “I think the rezoning is premature ... So they could not want C 2, so we've rezoned for no reason and then come back to the council to do this again … without a buyer, we don't even know what their use is.”
Arnie C. Dinoff, county public advocate, urged approval, saying the parcel is frontage property on a major corridor and that nearby new senior‑living and apartment developments create demand for services. Dinoff noted further reviews will follow zoning approval, including required site‑plan reviews and potential conditional‑use permits for specific uses.
After public comment the commission voted to recommend approval; the recommendation will be forwarded to the County Council for final action on July 14, 2025.
