Board approves five-year use permit for Sedona Vista Village arts and craft shows, allows limited live music

The Yavapai County Board of Supervisors unanimously approved a five-year use permit on Wednesday to allow continued arts-and-crafts shows at Sedona Vista Village in the Village of Oak Creek, formalizing the event schedule, vendor limits and rules for live music.
Stephanie Johnson, a planner with Yavapai County Development Services, told the board the application sought modest changes to an existing permit: increase the permit term from two to five years and formally acknowledge live music, which has been present at events. The Planning and Zoning Commission voted 9-0 to recommend approval.
Under the approved conditions, the use permit allows up to 15 events in a 12-month period with a cap of 50 vendors per year. Show hours are set at 9 a.m. to 6 p.m. on Saturdays and Sundays; events may not be held two weekends in a row. Tents within the main aisle must be staged in a single-row configuration, and the site plan incorporates required setbacks from the Arizona Department of Transportation and Red Rock Road Maintenance Improvement District rights of way.
The board also approved a new condition allowing live music: up to four musicians on event days with sound limited to 65 decibels measured at the property. Johnson told the board that staff reviewed the site for prior complaints and found prior vendor RV-overnight complaints were unfounded; staff said the applicant does not permit vendor RV stays during events and offered to add a condition on RVs if the board wished.
Public comment at the hearing included about two dozen speakers who described the shows as important to artists and small businesses, and a broader citizen-participation record that staff said contained roughly 76 letters of support and 21 letters of opposition within the 1,000-foot notice radius. Property owner Marty Aronson and the applicant's agent, Jennifer Boblick, told the board the shows bring foot traffic that supports restaurants and brick-and-mortar tenants at the shopping center.
Planning and Zoning Commissioner Linda Buchanan told the board the commission had given the application "thorough and thoughtful vetting" and that the added 65-decibel limit and other conditions reflected that review.
Ending: The board approved the permit with the adopted conditions and asked staff to ensure the site remains in compliance with the approved site plan and local codes; Johnson said any future modifications would require the applicant to return to the commission and the board.
