The Navajo County Board of Supervisors on Wednesday accepted the resignation of Pamela Phelps and unanimously appointed Elaine Rogers as the county 27s public fiduciary, effective July 1, 2025.
The move followed a presentation by Pamela Phelps, who told the board she has served as Navajo County public fiduciary for the past three-and-a-half years and asked the board to appoint Elaine Rogers, her deputy, as her successor. "She's been my deputy director ... her experience and knowledge and expertise and compassion and empathy that she shows her clients is what I think is really needed to be the public fiduciary," Phelps said.
The appointment was part of a broader recognition of Phelps 27s service. Human resources and county officials praised Phelps for her leadership and the department 27s work serving vulnerable residents. Jason Moore, Deputy County Attorney, described the office 27s role in managing complex cases: "They take people in these situations, and they treat them as humans, and they try to give them the best quality of life that is possible," he said.
Elaine Rogers, who introduced herself to the board and said she has worked in the office for more than 20 years, spoke briefly about learning from the role and her intention to continue serving clients. "I'm excited to take this next step," Rogers said.
Supervisors offered praise and best wishes to Phelps and to Rogers as incoming director. The board 27s motion to approve the recommendation passed unanimously after a second and a brief period for comment. The board also paused for a photo and formal remarks honoring Phelps 27s 19 years of county service.
