Finance staff told the committee the market for new ambulances remains constrained by supply-chain delays and a backlog of orders placed after pandemic-era and federal grant funding became available. Staff said a typical new build can take years and may require upfront payments for chassis and cot; by contrast, the used ambulance under review is a 2022 model with roughly 32,000 miles and appears mechanically sound after a site visit.
Staff reported the city’s usual funding sources for ambulance replacement include the equipment-replacement fund and proceeds from selling older units. They said revenue from intergovernmental contracts that previously helped cover ambulance costs has declined, lowering the city’s available balance for a new purchase. Staff identified additional possible sources if needed: proceeds from selling existing ambulances, fundraising and FAP (first-aid program) allocations. The committee also discussed warranty transfer and expected outlays to bring a used rig into service.
Committee members said multiple bidders have inspected the vehicle; staff noted an upcoming auction date and a current bid level in the transcript of about $25,250, with market estimates discussed as high as $200,000. Committee members asked for the flexibility to set a purchase limit and authorized staff to discuss parameters in closed session to protect competitive bargaining.
A motion to amend the adopted budget and to discuss the amendment and bidding parameters in closed session passed. The committee moved to closed session under the meeting agenda item and planned follow-up action should staff confirm vehicle condition and final price.
