Aurora — Council members received an informational briefing Monday on the city’s public‑alert systems and the condition of the outdoor warning‑siren network after recent storms and public questions about missed activations.
Matt Chapman, the city’s emergency manager, explained that Aurora maintains an all‑hazard siren network of 58 sirens, in place since the 1980s, but that the system is effectively “all or nothing” (all 58 activate together) and relies on manual activation after National Weather Service warnings. He said the system has growing reliability and security concerns and lacks precise area targeting as city growth has outpaced the siren footprint.
Chapman reviewed alternative or complementary notification tools the city uses or can access: CodeRed (the city’s opt‑in reverse‑notification system marketed as “Alert Aurora”), the Integrated Public Alert and Warning System (IPAWS) and wireless emergency alerts (the same channel used for Amber alerts), weather radios, social media and roadside message signs. He noted CodeRed requires residents to opt in and that wireless emergency alerts can reach the most devices in an area.
“Right now … we’re dealing with kind of a system that’s end of life for several different reasons in several different areas,” Chapman said. He recommended evaluating the siren network for repair or retirement and potentially taking it offline while the city decides on investments and alternative warning approaches, then developing public messaging about how residents should sign up for other alerts.
Council members asked about verification for callers who receive light‑and‑siren traffic stops earlier in the meeting and about alternatives community members can use to receive alerts. Chapman said staff will return with options and suggested the siren should be treated as a secondary alerting tool while the city pursues more reliable, targeted systems.
The briefing was informational; no formal council action was required. Staff said they will return with recommendations and public communications on alerts.
