Plan Commission recommends council approve five TIF amendments and new district including Voigt Farm acquisition plan

The Madison Plan Commission on June 23 recommended City Council approve amendments and a proposed creation affecting five tax incremental financing districts (TIDs), citing required statutory findings and staff analysis presented at a public hearing.

Staff and finance specialists said the five items—TID 42, TID 45, TID 48, TID 53 and a proposed TID 55 (Voigt Farm)—are presented as project-plan amendments (and 1 creation) to finance public infrastructure and development loans related to already-identified redevelopment areas. Dan Ross, a manager in the city’s real estate/finance group, presented a single briefing that covered all five districts.

Ross summarized the changes and projected closure dates and closure values for each district. He told commissioners the amendment for TID 42 would add about $1.4 million to pay for South Park Street utilities and that the city projects that TID to close in 2028 with an estimated incremental value at closure around $85,000,000. He described TID 45 as a technical reallocation that removes an underpass-specific line item and reallocates that funding to John Nolan Drive generally; that district is projected to close in 2030 with an estimated incremental value of $178,000,000.
