The commission authorized the city manager to enter an interlocal agreement that will allow the City of Pampa to participate with other local entities in the SPEX Forensics automated fingerprint identification system, staff said.
Lance and other staff explained the system allows trained officers to submit lifted fingerprints to a searchable database that scans millions of records for potential matches; PRPC will administer the agreement and provide technical support. Staff told the commission the service is available to participating agencies and that PRPC can assist with any VPN or line-connection fees if they arise.
Staff said the city has trained officers to use the system and that, in practice, the agreement creates continued access to the regional database without an immediate cost to the city; staff described cost exposure as conditional and subject to PRPC funding availability.
The commission moved and seconded the authorization; the motion carried by voice vote.
