The commission noted that starting with a narrowly scoped change would make the work manageable and would allow the city to refine policy language in stages.
No formal ordinance or code amendment was adopted. Staff and commissioners agreed to continue drafting standards with specific language on window placement and to return at future meetings with proposed code text for review.
