County receives multiple bids for Stewart Road pavement project; approves culvert contract

Muscatine County supervisors on Monday heard competitive bids for a PCC pavement reconstruction on Stewart Road (Project LFM…67X70) and approved a contract package for a box‑culvert replacement on 160th Street.
County engineering staff read the bids for the Stewart Road project; Brian (county engineering staff) reported the as‑read low bid was from Metro Pavers of Iowa City at $5,354,417.35. County staff said unit prices govern and that the board would not award the contract immediately; staff will complete a final review of bid documents and arithmetic before the board considers an award.
“It looks like for the as‑read low, we have Metro Pavers of Iowa City $5,354,417.35,” Brian said during the bid lettings.
Earlier in the meeting the board approved a contract, bond and certificate of insurance for Project LGO47370: a twin 12‑by‑6‑by‑75‑foot reinforced-concrete box culvert on 160th Street in the southwest quarter of Section 34, Township 78 North, Range [West of the Third Meridian]. County staff said the contract was awarded to Iowa Bridge & Culvert of Washington, Iowa; the contract amount recorded at the meeting was $396,937.
“This is a contract that was awarded a couple weeks ago with Iowa Bridge & Culvert of Washington, Iowa,” county staff said, recommending approval of the contract package. The board voted to approve the contract, bond and insurance certificate by voice vote.
In the bid‑letting sequence county staff read as‑read totals from multiple bidders, including Centennial Contractors of the Quad Cities, Jones Contracting Corp. of West Point, Brant Construction of Milan, Boomerang Corp. of Anamosa, Peterson Contractors Inc., and Hyer/Higher Construction of Muscatine. After the reading, staff reiterated that unit prices control and that final award requires a post‑reading review.
Supervisors also approved the claims docket for June 23, 2025, in the amount of $2,093,995 earlier in the meeting.
County engineering staff provided brief project updates in the meeting’s later business: the 120th Street bridge is complete and contractors were finishing earthwork; full‑depth reclamation work on North Tipton and Salisbury is under way with asphalt millings integrated into the base; and design work for F70 over Mosquito Creek is progressing toward a planned December 2025 Iowa DOT letting.
Board members were not asked to make final awards on the Stewart Road project during the meeting; staff said a final recommendation will return to the board after unit‑price verification and arithmetic checks.
