LPA recommends adding concurrency procedures to Sunny Isles Beach land development code

The Local Planning Agency unanimously recommended that the City Commission consider an ordinance adding a new article to the City of Sunny Isles Beach Land Development Regulations to incorporate level‑of‑service standards and concurrency procedures.
Jeff Catums, of Complete Cities Planning Group, told the agency the amendment is largely housekeeping: it moves language required by state law from the comprehensive plan into the land development regulations and sets out procedures for concurrency determinations. “In your comprehensive plan, you have the level of service standards for each facility, for the purpose of concurrency,” Catums said. “All this ordinance does is incorporate them into the Land Development Code… and it provides some procedures.”
There was no public comment on the item. Commissioners asked no substantive questions, and the motion passed unanimously. The LPA recorded a 4‑0 vote in favor and will forward the ordinance to the City Commission for consideration at its 6:30 meeting.
The consultant explained that the amendment does not create new standards or change level‑of‑service figures; it places the existing standards in the LDRs so development review and concurrency determinations use the same, codified procedures.
By forwarding the ordinance, the LPA moved to align the city’s development review procedures with the comprehensive plan and state procedural requirements; the Commission will consider adoption at its next meeting.
