CFSD refreshes K‑12 world‑language standards to emphasize intercultural competence and performance‑based proficiency

At the May 27 meeting, the Catalina Foothills Unified School District Governing Board received a first reading of refreshed K–12 world‑language standards presented by Executive Director of Curriculum and Assessment Cheryl Castro.
Castro said the refresh was prompted by national updates and local curriculum review and was not a full rewrite. The updated standards shift from grade‑level topic lists to performance outcomes aligned with ACTFL proficiency levels: novice, intermediate and advanced. Castro said the change lets teachers set consistent performance targets across grades and focus instruction on interpretive, interpersonal and presentational modes of communication.
The revised standards place intercultural competence and cultural understanding at the forefront of language instruction. Castro said the district will use performance rubrics and continua to guide instruction and assessment and that the new approach emphasizes comprehensible, engaging input and classroom time in the target language rather than grammar‑translation drills.
Board members asked about scoring rubrics and how teachers will distinguish sublevels for evaluation; Castro said rubrics and continuums exist and that staff would provide those supporting materials to the board ahead of the second reading. The item will return to the board for final approval in a subsequent meeting.
