Arizona Senate confirms multiple gubernatorial nominees including heads of Agriculture and Homeland Security

PHOENIX — The Arizona Senate on June 2025 confirmed a slate of gubernatorial nominees to state departments, boards and commissions, including the directors of the Department of Agriculture and Department of Homeland Security and nominees to the Board of Regents and State Board of Education.
By roll call, the Senate confirmed Paul Edward Brierley as director of the Arizona Department of Agriculture (22 ayes, 6 nays, 2 not voting) following a recommendation from the director‑nominations committee. The chamber also advised and consented to Kimberly Ann O'Connor as director of the Arizona Department of Homeland Security; the motion appeared to carry on the floor vote as announced by the president.
Other confirmations recorded on the floor included Felipe Jose Garcia to the Arizona Board of Regents (23 ayes, 5 nays, 2 not voting) and Jose Luis Cruz Rivera to the State Board of Education (22 ayes, 6 nays, 2 not voting). The Senate also confirmed Xavier Carpio to the Arizona State Boxing and Mixed Martial Arts Commission (26 ayes, 2 nays, 2 not voting), Jeff Weintraub to the Arizona State Lottery Commission (25 ayes, 3 nays, 2 not voting) and Teresa DeHaven to the State Liquor Board (25 ayes, 3 nays, 2 not voting).
Senator Hoffman, chairman of the nominations committee for several items, announced committee recommendations and asked for roll call votes when requested by senators. On multiple nominations senators asked that nominees be considered separately; where roll calls were requested, the clerk opened the system and recorded votes as noted above.
Roll call tallies were recorded in open session and the secretary was instructed to notify the governor and secretary of state of the confirmations. No contested confirmations were reported to have been tabled; only those nominees for whom roll call votes were requested were recorded individually.
The confirmations place the appointees in positions that shape state policy on agriculture, homeland security, education, lotteries and controlled substances regulation. The Senate did not provide floor debate excerpts explaining each nominee's qualifications in every case; several confirmations were approved after committee recommendation and roll call votes ordered by the chair or upon request of a senator.
The secretary of the Senate is to notify the appropriate state agencies and the governor's office of the confirmed appointments as recorded in the session journal.
