Board approves dedication of two roads on Stratton property to San Juan City for future school access

Nebo School District trustees voted unanimously Jan. 8 to approve the owner’s dedication of two proposed roadways on district-owned property adjacent to a planned Meritage Homes subdivision, clearing the way for the developer to install roads and utilities the district says it will use when it builds a future junior high.
District legal counsel Reid Parker and staff told the board the district acquired 25 acres from Kim Stratton (Cascade Shadows) for a future junior high. The developer, Meritage Homes, is acquiring adjacent property to the west and south. The district agreed to dedicate the full width of one road (referred to in documents as 200 East Street) while Meritage will construct the pavement and utilities as part of its subdivision improvements. The board was also asked to approve a dedication for a portion of Royal Land Drive that lies entirely on district property; Meritage confirmed in writing it will construct the roadway and utilities across that stretch and allow future connection when the district develops the site.
Board members and staff framed the agreement as a negotiated, cost-saving trade: Meritage will install the improvements now as part of its subdivision work and the district will not be required to pay for the initial construction until it needs to connect to the utilities or build on the site.
The board passed a resolution authorizing execution of the owners’ dedication of the Stratton Acres subdivision plat and the Stratton Meadows subdivision plat, formalizing the conveyance of right-of-way to San Juan City for 200 East Street and Royal Land Drive. The motion was made by Board Member Brian Rowley and seconded by Shauna Hornick; the vote was recorded as unanimous.
The district said the dedications are intended to ensure legal right-of-way and future access while avoiding immediate infrastructure costs to the district. Staff noted that Royal Land Drive is being built in phases and the board’s approval allows the district to sign future plats as phases come forward.
The board’s motion and staff commentary focused on the narrow land- and infrastructure-management details; the board did not take separate action on any school design or construction funding at this meeting.
